The Pacific Community (SPC) has hired AAE to review and provide recommendations for updating its Monitoring, Evaluation & Learning (MEL) System to improve efficiency, effectiveness, and accountability to members, donors, and stakeholders, in accordance with the Green Climate Fund and other climate funds requirements for climate finance reporting. The main tasks conducted by AAE’s team are:
-Review of current MEL system: Analyze SPC’s existing MEL processes and related systems to understand current functions and workflows.
-Identification of Climate Finance Requirements: Define specific climate finance reporting requirements, with a focus on the Green Climate Fund (GCF) Integrated Results Management Framework (IRMF), and assess how they align with SPC’s MEL processes.
-Stakeholder and Process Mapping: Map SPC's governance and institutional structure to identify the key stakeholders who need to be involved at various levels of the SPC MEL system and its requirements.
-Capacity Assessment and Training recommendations: Evaluate the capacity of SPC’s current MEL systems and processes to meet GCF IRMF requirements, including human resource capacity and the current skills and expertise for operating the SPC MEL system according to climate finance requirements. Based on this, training recommendations are drafted regarding the areas that require strengthening.
-Analysis of climate finance processes and requirements: Identify gaps and necessary improvements in SPC’s MEL System to address GCF and other climate finance monitoring and evaluation (M&E) requirements, considering the M&E systems of SPC projects, how they report to the MEL system, and how outcomes of the key focus areas of SPC Theory of Change contribute to the Targeted results defined by the GCF for 2024-2027.
-Proposed Solutions: Recommend fit-for-purpose solutions to address identified gaps in SPC’s MEL System for enhanced climate finance M&E capabilities and align the System to GCF and climate funds requirements.
-Conceptual Model and final recommendations: Prepare  a conceptual model that shows how the robust MEL system of SPC can effectively and efficiently capture, analyze, and present the performance results that meet the progress reporting requirements of GCF and other climate financing institutions, and prepare the final assessment report that integrates solutions suggested, training recommendations and a list of recommendations to SPC consider during the implementation of Phase 2 of the review of MEL system.
