The National Directorate of Biodiversity and Ecosystem Services (DINABISE) of the Ministry of Environment, Uruguay, contracted AAE to develop the Uruguay Azul 2030 Strategic Roadmap and project profiles for international cooperation, including all necessary documentation for its implementation.
The assignment will be carried out through a strategic and participatory planning process to create a roadmap for the establishment and management of marine protected areas (MPAs) and other conservation measures. This roadmap will serve as a strategy for biodiversity conservation, the valuation of ecosystem services, and contribute to the update of the National Biodiversity Strategy, aligning with the Kunming-Montreal Global Biodiversity Framework 2022-2030.
The expected activities and outputs of the project are
- Proposed work schedule and timeline for the development of the roadmap.
- Summary report, including:
- An analysis of key biodiversity components and human activities exerting pressure on them (based on desk research and targeted interviews with DINABISE);
- Criteria for selecting priority sites for conservation
- An updated stakeholder map relevant to the roadmap
- A review of the relevant legal framework and national, regional, and international policies; and
- A strategy design for the roadmap’s development
- Uruguay Azul 2030 Strategic Roadmap, developed through a participatory process with key stakeholders, including:
- Prioritized action lines for achieving marine biodiversity conservation targets
- A pathway to achieve 30% protected marine areas by 2030;
- Criteria for site selection for MPA creation based on feasibility; and
- A financing strategy for the roadmap’s implementation.
- International cooperation project profiles, including at least one project proposal drafted in the format required by identified funding sources.
- Validation workshop report, documenting stakeholder contributions and final inputs to validate the roadmap and associated components.
