The objectives of this project are: (a) Support the government of Honduras in the generation of a roadmap for the implementation of the NDC, ensuring that there is coordination with current and planned initiatives. This requires developing coordination mechanisms and coordinating with other initiatives underway at the national level. In addition, a cost analysis of the prioritized mitigation measures and the measures defined in the new formulation of the LULUCF sector in the NDC will be developed. This includes a prioritization of measures, an analysis of financial needs and gaps, barriers and measures to mitigate risks to ensure sustainability in the long term. (b) Support the government of Honduras in the preparation of a concept note for REDD+ Simplified Approval Process (including project summary, details, financing information and annexes), validate with government representatives and key stakeholders for final version. (c) Support the government of Honduras to update the GCF Country Programme and No-Objection.

Main tasks:

  • Support in the analysis of financial needs, gaps, barriers, ways to leverage and risks, seeking long term financial sustainability of the investment to contribute to the targets set under the LULUCF NDC;
  • Define in a participatory manner the scope of the investment plan based on previous experiences in the country and the needs of the sector;
  • Support in the analysis of prioritized mitigation policies and measures defined to meet the LULUCF sector targets under the updated NDC;
  • Develop an investment plan for the NDC of the LULUCF sector taking into account the prioritized sectoral policies and measures;
  • Draft a concept note for REDD+ Simplified Approval Process (including project summary, details, financing information and annexes), validate with government representatives and key stakeholders for final version;
  • Develop a roadmap for the implementation of the LULUCF sector's commitments under the updated NDC and validate with key actors;
  • Map and analyse the initiatives, measures and policies currently in place and in the planning stage that relate to the NDC of the LULUCF sector;
  • Perform a cost analysis of the prioritized mitigation policies and measures defined under the updated LULUCF NDC.

 

Main outputs:

  • Report of the consultations with other actors for the definition of the scope of the investment plan including guidelines for the development of the investment plan;
  • Investment plan for NDC of the LULUCF sector considering the prioritized policies and measures;
  • Draft and Final Concept Note (developed according to the guidelines established by the GCF) and Report on the meetings with government representatives and key stakeholders;
  • Roadmap for the implementation of the updated NDC for the LULUCF sector and Report on the roadmap validation workshops;
  • A document containing a mapping and analysis of the initiatives, measures and policies that relate to the NDC of the LULUCF sector, including the identification of barriers, synergies and complementarities;
  • Cost analysis of prioritized mitigation policies and measures defined to meet the LULUCF sector targets under the updated NDC;
  • Updated GCF Country Programme.
