GEF Terminal Evaluation for the “Innovative Use of a Voluntary Payment for Environmental Services Scheme to Avoid and Reduce GHG Emissions and Enhance Carbon Stocks in the Highly Threatened Dry Chaco Forest Complex in Western Paraguay

All Global Environment Facility (GEF) funded projects are required to complete a Terminal Evaluation (TE). This is designed to provide a comprehensive and systematic account of the performance of a completed project by assessing its design, implementation, and achievement of objectives. The objective of this project is to promote conservation and enhance carbon stocks through sustainable management of land use, land-use change, and forestry, by establishing an incentive system for carbon sequestration by stakeholders in the form of payment for environmental services.

Main tasks:

  • Describe the project’s Theory of Change;
  • Assess project results with regards to: outputs delivered against expectations, achievement of outcomes and their relation to outputs, and evaluating outcomes with regards to relevance, effectiveness and efficiency.
  • Evaluate the sustainability of the project;
  • Evaluate progress to impact;
  • Assess M&E systems;
  • Assess quality of implementation and execution;
  • ESS assessment, including gender, stakeholder engagement and grievance mechanisms;
  • Identify lessons learned and recommendations.

The evaluation is to be carried out by conducting a desk review of available information followed by data collection using surveys, focus group discussions, semi-structured interviews and site visits.
